2025年2月28日,中美人工智能二轨对话第三次会议通过视频方式举办。
中方团队由外交学会会长王超牵头,成员包括外交学会理事会顾问、前驻美国大使崔天凯,中国社会科学院大学教授、清华大学科技发展与治理研究中心创始主任、国务院前副秘书长江小涓,清华大学苏世民书院院长、人工智能国际治理研究院院长薛澜,中国社会科学院自动化所人工智能伦理与治理中心主任曾毅,百度集团资深副总裁梁志祥,中国科学技术大学教授胡国平,智象未来公司创始人兼首席执行官梅涛等来自智库、高校和企业等人工智能领域的领军人物。
美方团队由微软公司前首席研究与战略官蒙迪和美前财长、国家经济委员会前主任萨默斯联合牵头,成员包括一批富有政府和私营行业经验的领军者。
双方围绕“人工智能治理面临的机遇与挑战”进行了坦率、深入的交流。双方认为,人工智能治理问题非常重要,值得双方认真研究和妥善应对,愿就此继续保持对话沟通。
The Third Meeting of the China-U.S. AI Track Two Dialogue Held Successfully
On February 28, 2025, the Third Meeting of the China-U.S. AI Track Two Dialogue was held successfully via video link.
President Wang Chao of the Chinese People’s Institute of Foreign Affairs (CPIFA) chaired the Chinese delegation composed of leading AI experts and scholars from think tanks, institutions of higher education and private sectors including Amb. Cui Tiankai, Advisor to the CPIFA Council and former Chinese Ambassador to the U.S., Dr. Jiang Xiaojuan, Professor at University of Chinese Academy of Social Sciences, Founding Director of Center for Science & Technology Development and Governance, Tsinghua University, and Former Deputy Secretary-General of the State Council, Prof. Xue Lan, Dean of Schwarzman College and Dean of Institute for AI International Governance, Tsinghua University, Dr. Zeng Yi, Director of International Research Center for AI Ethics and Governance, Institute of Automation, Chinese Academy of Sciences, Mr. Liang Zhixiang, Senior Vice President of Baidu, Dr. Hu Guoping, Professor at University of Science and Technology of China, and Dr. Mei Tao, Founder and CEO of HiDream.ai.
The U.S. delegation was co-chaired by Craig Mundie, former Chief Research and Strategy Officer at Microsoft, and Larry Summers, former Secretary of the Treasury and former Director of the National Economic Council. The U.S. contingent consisted of a rotating set of leaders with extensive experience in government and private industry.
The two sides conducted candid and in-depth discussions on the topic of “Current Risks in AI Governance and Proposed Recommendations”. The two sides believed that the issue of AI governance is of great importance, warranting serious study and proper management by both parties, and expressed willingness to maintain ongoing dialogue and communication on this matter.
